EVALUASI PROGRAM DESA ENERGI BERDIKARI KENALI MELALUI ANALISIS THEORY OF CHANGE DALAM MEWUJUDKAN RESILIENSI MASYARAKAT PESISIR

Abstract
The Desa Energi Berdikari KENALI program addresses fossil fuel dependency, marine waste, and economic vulnerability in Kelan Village. While a multidimensional approach was adopted, its effectiveness in generating systemic change requires critical evaluation. This study aims to evaluate the program's effectiveness in fostering community resilience by integrating renewable energy and social capital. Using a descriptive qualitative method with a Theory of Change (ToC) evaluative framework, data were collected through interviews, observations, and cost-efficiency analysis. Findings indicate that electric engines significantly improve operational cost efficiency, while personalized education and seafood processing training enhance ecological awareness. Methodologically, the ToC framework effectively identified program gaps by analyzing causal linkages, revealing a bottleneck in the transition from individual skill acquisition to productive collective groups. This study concludes that technological adoption must be synchronized with structured community governance and regulatory support to achieve sustainable economic, social, and environmental resilience.
