Abstract

This study compares the Technical Intern Training Program (技能実習制度) with the Training and Employment System (育成就労制度) as a reform of the policy on accepting foreign workers in Japan. The study employs a descriptive-comparative qualitative approach by analyzing official documents from several relevant organizations. The results of the study indicate that the new system is more oriented towards workforce development and fulfilling Japan's labor needs, offering better worker protection, supervision, and career pathways compared to the previous system.
