Abstract
The development of Community Based Tourism (CBT) in tourism villages depends not only on community participation and tourism business growth but also on institutional capacity and the ability to maintain local resources. Although research on CBT and tourism sustainability has expanded, the relationship between community capacity and social-ecological dynamics in tourism village management requires further examination, particularly in Taro Tourism Village, Bali. This study adopts a qualitative case study approach, using interviews, field observations, and document analysis to examine CBT management through the Social-Ecological Systems (SES) perspective. The findings indicate that Taro has established a foundation for tourism management through local institutions, community-based businesses, and coordination among stakeholders. However, these foundations are not yet fully supported by adequate human resource readiness, substantive community participation, and consistent resource maintenance. These conditions suggest that community capacity should be understood not merely as individual skills or the ability to develop businesses, but also as a collective capacity to participate in decision-making, implement management practices, and maintain social-ecological resources. Strengthening CBT in Taro therefore requires improvements in community competencies, transparency in economic benefit distribution, and governance that integrates social, cultural, and environmental interests.
